#Event: AU ORGANS MOBILISED IN JOHANNESBURG FOR A TRAINING ON DISABILITY MAINSTREAMING



                                                                                                                                                                                                                                                       

Johannesburg, 19 February 2019 – From 20 to 22 February 2019 a training on the theme of Mainstreaming Disability in Development Policy and Programming will bring together Regional Economic Communities (RECs), African Union Organs, and Regional Economic Communities (RECs) in Johannesburg, South Africa. The training will be organized as a partnership between the AUC Department of Social Affairs, African Peer Review Mechanism (APRM), African Union Development Agency (AUDA-NEPAD) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

In January 2013, the Executive Council Decision EX.CL/750 (XX) requested AUC to facilitate the implementation of the Social Policy Framework for Africa (SPF), which focuses also on disability and of which one of the 11 recommended actions is to "ensure effective mainstreaming of disability issues in all sectors and programmes of government and civil society as a means to increase participation, social inclusion and representation of persons with disabilities at all levels of society, including decision making and monitoring processes" .

Therefore, the objective of the training will be to equip policy and decision makers with the skills and knowledge to mainstream disability for inclusive development in their respective organisations.

In addition to the trainees being able to mainstream disability into the policies and programmes of the organs and departments, the other expected outcomes from the training are for trainees to also be able to  i) Have a common understanding of disability as a global development and human rights issue; ii) Apply the provisions of the Continental Plan of Action (CPoA) on the African Decade of Persons with Disabilities (2010-2019), UN Convention on the Rights of Persons with Disabilities, the Protocol to the African Charter on Human and People's Rights on the Rights of Persons with Disabilities in Africa and other Human Rights Instruments into national policies and programmes; iii) Monitor implementation of disability mainstreaming and report on the progress of CPoA and other human rights instruments.

*Africans Must Resist Being Slaves to a Terror Construct*

As a West African familiar with terrorism attacks in the region since 2012, the prospect of terror chills me to the bone. I cannot imagine going about my normal business in a mall -- only to be caught in the web of a terrorist's dystopian construct.


As a Ghanaian, terrorism is so close yet so far. So close is it because our porous borders (read ECOWAS free movement) means Boko Haram can cross borders easily and, possibly, hide in any country like Ghana with sleeper cells ready to launch anytime and anywhere. Conversely, it is so far, because to date, Ghana has not appeared to be on its immediate radar.


Kenyans cannot say same about Al-Shabaab: it is clearly almost-always too close to call. The 15 January attacks are the third since the Westgate attacks in 2013. In Easter 2015, Garissa attacks united the East Africa Rising whatsapp group, reminding us that what unites us -- common humanity -- is stronger than what divides us.


Once again,in 2019, the prospect of a terror attack united us. It would be our Zimbabwean member who would signal to the group there was a developing story in Kenya. After frenetic checklisting, we were relieved to find that all our Kenyan members were far away from harm's way -- although one member was scheduled to meet a friend there and missed the meeting. Subsequent checks with local media in Kenya and the BBC revealed a developing story that needed clarity and authenticity in reporting.


Once it became clear that Al-Shabaab had claimed responsibility for the terrorist attacks, it prompted speculation on what happened to Kenya's internal security? What could have happened for Kenyan intelligence to have missed a looming threat from a border nation that continues to pose somewhat of an existential threat to its security? Even more worrying is the point that the 2015 Garissa Attack was successfully carried out in part because of the element of surprise.


Going forward, we cannot continue to accept more of the same, where the AU's first peace-enforcement mission in AMISOM is supposed to be the first responder to fighting Al-Shabaab, yet attracts scant coverage in the region and beyond.


During Kenya's election campaign in 2017, one of the pledges by then-candidate Odinga, now an AU diplomat, was to bring Kenyan Defense Force soldiers back home as the objective of defeating Al-Shabaab had been achieved. Conversely, candidate Kenyatta was intent on keeping KDF forces as part of the Troop Contributing Countries (TCC) within AMISOM.


To date, AMISOM TCC include: Kenya; Sierra Leone; Burundi; Uganda; Djibouti; and Ethiopia.


On the day of the Riverside attack, just two hours before news started unfolding, the twitter account of AMISOM issued a tweet about Ghana deploying 160 police officers to "bolster policing operations in Somalia  within the framework of Somalia Transition Plan and UNSC Resolution 2372…" The move was with a view to downsizing the military, and drawing down the troops of AMISOM police personnel to 1040. As to whether Riverside will be a compelling reason to reconsider a drawdown is moot.


Truth is: peace enforcement is only as effective as the public support for it. Conflict resolution experts with an eye on peacekeeping forces worldwide will tell you that the 12-yr-old AMISOM remains the AU's only peace-enforcement mission in the world. Few will know AMISOM possesses an active social media twitter account.


The attack on Garissa University in 2015 coupled with the beheading of nine people by Al Shabaab militants in July 2017, plus these fresh attacks, must be sufficient to remind the world that no matter what Kenya does, its destiny is inextricably linked with fighting the existential evil of Al-Shabaab.


AMISOM and Al-Shabaab may not be talking points this part of the world in Ghana, and West Africa, but it's time to revise and reboot whatever support we can to all troops worldwide fighting terror. That Ghana has a police force in AMISOM should always have been sufficient grounds for us to be more intimately involved in monitoring AMISOM.


Let's do our little bit to give AMISOM and all its troops all the support and visibility possible so we do our citizen bit to help nip global terrorism in the bud.

#NigeriaDECIDES: ISIS West Africa, Boko Haram plan to Disrupt the 2019 Elections – US Embassy issues Alert





The United States Embassy has issued a security alert to Nigerians as the 2019 general elections draw closer. This comes after recent terrorist attacks in the Northern part of the country.

In a statement, the US Embassy disclosed that terrorist groups, ISIS West Africa and Boko Haram plan to disrupt the upcoming presidential elections, although it has not received any specific threats.

There is an increase in ISIS propaganda videos specifically directed to Nigeria and the ongoing civil unrest in Borno state and the Northeast. ISIS West Africa (ISWA) and Boko Haram have both stated they plan to disrupt the upcoming 2019 presidential elections by conducting attacks on Nigerian Security and infrastructure, as well as places of gathering such as markets, hotels, and malls. While we have no specific threat information to the U.S. Embassy or within Nigeria during the election season, U.S. citizens in Nigeria should remember to follow personal security precautions on a regular basis.

Actions to Take:

  • Expect additional police and military checkpoints and possible road blocks throughout the country

  • Carry proper identification, including a U.S. passport with a current Nigerian visa, if needed

  • Exercise caution when walking or driving at night

  • Review travel routes and times to reduce time and place predictability

  • Avoid crowds and demonstrations.

  • Be aware of your surroundings

  • Keep a low profile

  • Stay alert in public places, including schools, hospitals, government facilities, places of worship, tourist locations, and transportation hubs

  • Review your personal security plans

  • Monitor local media for updates.

#NEWS: #Penplusbytes’ Statement On #Ahmed Hussein-Suale’s #Murder





Penplusbytes has followed the news of the killing of Ahmed Hussein-Suale, an investigative journalist with the Tiger Eye PI team, with a deep sense of sadness and regret at the unnecessary loss of life.

Journalists have long been a key stakeholder in deepening democracy, bridging the information gap as well as more recently in the fight against corruption in all spheres of the Ghanaian society. In this direction, media houses continue to invest in resources, tools and technologies which will improve their work and bring light to issues ranging from enterprise to graft in local and international contexts.


As these media houses have grown, the impact of their work has increased. Therefore to see one of these journalists' life cut short in such a brutal manner deserves condemnation from all.

We, at Penplusbytes, join others in calling for thorough investigations into the killing, and for the perpetrators to be apprehended and made to face the full rigours of the law. We also urge the government to take a leaf from the investments that the media and other private sector enterprises are making in acquiring technology to help their work and to increase its investment in this area.

We believe that affordable technology such as CCTV cameras and other track and trace equipment, a harmonized and comprehensive database and identification system of all citizens would have given pause to the murderers or given the police a good headstart in their investigation.

May the departed find rest with his maker and may we who remain behind find strength to do our work well for our nation and our world.

NEWS: GenCED Launches Hotlines for Workplace Justice


Following the widely-attended public Forum on workplace justice that was held here in Accra last December, the Gender Centre for Empowering Development(GenCED) has made good on its advocacy on workplace justice with the operationalization of hotlines to help women address injustice at the workplace.



Manned by GenCED staff, the hotlines are to enable women obtain legal redress in the event of either a termination of contract on grounds of pregnancy, or infraction of the labour law.


The operationalization of the hotlines comes in the wake of a simultaneous launch of a social media strategy, entitled "#KnowTheLaw", which is to help victims of injustice at the workplace better-understand Ghana's Labour Law.



GenCED has opened the year with a blitzkrieg of information about the said law that seeks to be as digestible and comprehensible to all.


Supported by OSIWA, the Gender Centre for Empowering Development(GenCED) is on a mission to change the conversation around the workplace  by promoting women's access to justice.

*NEWS*: AU Commissions Study On Youth’s Contribution To Peace And Security In Africa






The African Union (AU) African Union (AU) Peace and Security Council (PSC) has commissioned a continent-wide study to ascertain the contribution of youth in security and peace-building in Africa.

To this end, the Peace and Security Department (PSD) of the African Union Commission (AUC) on December 12-14, 2018,  in Addis Ababa, Ethiopia, convened a methodological workshop for the conduct of the AU-PSC's mandated 'study on the role and contributions of youth to peace and security in Africa'.

The Head Of Conflict Prevention and Early Warning Division, Amb. Fred Ngoga, in a statement made available after the workshop on Friday, noted that the mandated study was an outcome of the PSC dedication of its 807th meeting on November 8, 2018, to an open session "Youth, Peace and Security" in commemoration of the Africa Youth Day.

Ngoga said the forum provided an opportunity for youth groups to update the Council on their contributions to peace and security.

"In commending African youth for their contributions to peace and security, the PSC however noted the limited documentation and publicity of their roles and contributions. In this context, the PSC requested the AUC to conduct a study on the role of youth in promoting peace and security in Africa and to submit the findings of the study to Council for consideration and action as may be appropriate," he said.

While welcoming participants to the forum, Ngoga underscored the imperatives of creating safe spaces for youth to engage in peace processes for the sustainable prevention management and resolution of conflicts. To achieve this, he envisaged peace processes where AU delegations are accompanied by women via Femwise, the network of African female mediators as well as the youth, and indicated that the youth for peace program would equally be catered for via the AU Peace Fund.

In the same vein, the Early Warning Officer, Peace & Security Department, AUC,  Ms. Mfrekeobong Ukpanah, said that the PSC session was advocated by the PSD to give impetus to the Youth for Peace Africa Programme,  which was launched in Lagos, Nigeria in September 2018.

According to Ukpana, the aim was to effectively engage, involve and collaborate with the young women and men as well as organized youth groups in the promotion of peace and security.

She stated that this is in accordance with the implementation of the Article 17 of the Africa Youth Charter that was adopted by the Assembly of the African Union in Banjul, The Gambia in July 2006; the 665th Communiqué of the PSC of March 2017, which encouraged the involvement of youth in conflict prevention and mediation efforts; and, the United Nations Security Council Resolution (UNSCR) 2250 and 2419 respectively.

Against this backdrop, Ukpana said the methodological workshop brought together representatives of youth organizations, researchers practitioners across the continent as well as officers from concerned departments of the AUC, with an aim to propose an appropriate approach for the conduct of the continental study.

Also,  the Analyst with the Continental Early Warning System, AUC, Dr. Rhuks Ako,  stated that workshop recommended that national and regional level consultations should be conducted with youth organizations, target beneficiaries as well as representatives of government and inter-governmental organizations to unravel the impact of youth interventions.

"It further proposed that the study should include key thematic covered by the PSC as well as emerging issues on peace and security," she added.
